MAJOR RESPONSIBILITIES AND DUTIES:

Instructional Strategies

  1. Consult with superintendents regarding laws and legal guidelines pertaining to special education
  2. Support special education programs and services to meet students’ needs.
  3. Support campus administrators in planning and providing services to students with disabilities.
  4. Plan and implement staff development for member districts regarding special education
  5. Ensure the use of technology in the special education process.
  6. Coordinate staff development for use of specialized equipment and adapted materials for teachers and students
  7. Encourage and support the development of innovative instructional programs, helping teachers to pilot such efforts when appropriate.
  8. Assist in planning for resources, and materials to support goals established for special education
  9. Monitor the admission, review, and dismissal (ARD) process in member districts.
  10. Serve as a liaison between Grimes County Co-Op and other agencies serving students in the area, Texas Workforce, and ESC 6.
  11. Participate in ARD committee meetings when needed to ensure the appropriate placement and development of individual education plans and accommodation plans for students according to district procedures.
  12. Monitor transition services for special education students entering and exiting public school programs.
  13. Ensure that curriculum renewal is continuous and responsive to student needs.
  14. Comply with policies established by federal and state law, State Board of Education rule, and local board policies for psychological services, assessment, placement, and planning for special education services.
  15. Approve requests and bid contracts for contracted service providers as needed to meet student needs
  16. Comply with all districts campus routines and regulations.
  17. Assist member districts in the use of evaluative findings (including student achievement data) to gauge special education program effectiveness

Student Management

  1. Demonstrate support for the district’s student management policies and expected student behavior related to students with disabilities.
  2. Establish and maintain open lines of communication by conducting conferences with parents, students, campus administrators and teachers concerning vital issues.
  3. Exchange essential information about special education students with member district personnel, counselors or other staff members.
  4. Serve as a resource to parents and outside agencies on behalf of students with special needs

Policy, Reports, and Law

  1. Recommend sound policies to improve program.
  2. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in area of special education.
  3. Compile, maintain and file all physical and computerized reports, records, and other documents required.
  4. Coordinate with member districts to provide SHARS assistance and Financial assistance
  5. Participate in annual training for Random Moment Time Study, SHARS Cost Report, etc.
  6. Provide opportunities for Navasota ISD and member districts staff to participate in professional development as it relates to special education

Budget and Inventory

  1. ADMINISTER THE GRIMES COUNTY CO-OP BUDGET (IDEA B AND 437 LOCAL) TO ENSURE COST EFFECTIVE AND PRUDENT FUND MANAGEMENT
  2. COLLABORATE WITH MEMBER DISTRICTS FOR BUDGET AND ESTIMATED COSTS THROUGHOUT THE YEAR
  3. MAINTAIN A CURRENT INVENTORY OF SUPPLIES AND EQUIPMENT AND RECOMMEND THE REPLACEMENT AND DISPOSAL OF EQUIPMENT WHEN NECESSARY.
  4. APPROVE AND FORWARD PURCHASE ORDERS FOR SUPPLIES AND MATERIALS
  5. WORK COOPERATIVELY WITH FISCAL AGENT STAFF FOR ACCOUNTING AND FUND MANAGEMENT

Personnel Management

  1. Review and revise job descriptions as needed
  2. Develop staff development training options and/or improvement plans to ensure exemplary operations in the special education area.
  3. Evaluate job performance of Grimes County Co-Op employees to ensure effectiveness.
  4. Recruit and select Grimes County Co-Op personnel in collaboration with superintendents
  5. Monitor Grimes County Co-Op personnel and manage caseload assignments

Communication and Community Relations

  1. Work with community agencies providing services to students and notify parents and students of available services.
  2. Participate in professional organizations and serve on community boards.
  3. Articulate the Coop’s mission and goals in the area of special education to the community and solicit its support in realizing the mission.
  4. Demonstrate awareness of district-community needs and initiate activities to meet those needs.
  5. Use appropriate and effective techniques to encourage community and parent involvement

SUPERVISORY RESPONSIBILITIES:

  1. SUPERVISE AND EVALUATE THE PERFORMANCE OF GRIMES COUNTY CO-OP STAFF ANNUALLY
  2. ASSIST MEMBER DISTRICTS WITH STAFF EVALUATIONS WHEN REQUESTED

GENERAL:

  3. Accept and complete additional duties as directed by Grimes County Co-Op Board
  4. Demonstrate capacity from diverse cultural and ethnic backgrounds
  5. Work cooperatively with colleagues, teachers, administrators and superintendents.
